The complex mix of financing sources for K–12 education can lead to inequities in funding across schools, districts, and states. Urban studies how money from local property taxes, state budgets, and federal programs flows to districts, and how changes to the formulas policymakers use to distribute limited funding can promote–or hinder–equitable learning opportunities.
