Urban examines how policies and economic forces affect the activity of community development investors, such as community development financial institutions. We explore their willingness and ability to finance riskier projects or shoulder lower returns in disinvested communities to fill needs unmet by private markets or government. And we assess initiatives aimed at advancing this type of capital to create and preserve affordable housing, help small businesses expand, and build community facilities.
