Regardless of a legislature's constitutional power, the Congressional Budget Office's actual influence over budget decisions can be enhanced if it can draw on analyses done by an expert staff. That is true even in parliamentary systems where the executive branch has most constitutional power. But obviously, the analytic input from such a staff is most crucial where it is the legislature that is most important in making budget decisions.
