Cross Cutting Report on Findings from Ten State Case Studies

This report synthesizes cross-cutting findings from case studies conducted in 2012 in ten states selected for the Congressionally Mandated Evaluation of the Children’s Health Insurance Program Reauthorization Act (CHIPRA): Alabama, California, Florida, Louisiana, Michigan, New York, Ohio, Texas, Utah, and Virginia. Discussion addresses how states responded to CHIPRA in implementing policies related to eligibility, enrollment, and retention; outreach; benefits; service delivery; access to, and quality of care; cost-sharing; crowd-out; financing; and preparation for health care reform, in addition to beneficiaries’ experiences with the program.
