Abstract
This report synthesizes case study findings from the Congressionally Mandated Evaluation of the Children’s Health Insurance Program Reauthorization Act (CHIPRA) in 10 states. Discussion addresses how states responded to CHIPRA in implementing policies related to eligibility, enrollment, and retention; outreach; benefits; service delivery; access to, and quality of care; cost-sharing; crowd-out; financing; and preparation for health care reform, in addition to beneficiaries’ experiences with the program.
