Emily Burroughs

Emmy Burroughs is a research associate in the Health Policy Division at the Urban Institute. She studies how health policies and programs affect health equity, access, quality, and outcomes, with a focus on maternal and reproductive health. Her current work includes the Reproductive Health Experiences and Access Study, an examination of how reproductive health care has changed following the Dobbs decision. Prior work includes the evaluation of the Centers for Medicare and Medicaid Services Innovation Center’s national Maternal Opioid Misuse model, Strong Start for Mothers and Newborns initiative, and State Innovation Models initiative, as well as a Robert Wood Johnson Foundation–funded examination of the COVID-19 pandemic’s effects on maternal health equity. Burroughs has bachelor’s degrees in global health and psychology from Duke University and a master of public health degree from Columbia University.
