Under the Temporary Assistance to Needy Families (TANF) block grants, states can decide for themselves how to divide their federal welfare funding between case assistance and work-related services. This brief examines the employment and training resources states used before TANF under JOBS and JTPA in order to suggest what may happen when states implement TANF. The long-term challenge to states is likely to grow as they are required to increase the proportion of TANF recipients who are in work activities.
