The testimony highlights three points that research shows will be critical in creating an equitable and effective regulatory framework for the rental housing market to meet the growing demand for rental housing: addressing exclusionary zoning practices, supporting public investment to support affordable housing, and continuing efforts to protect health and well-being of all communities.
