This brief is the seventh of seven toolkit resources supporting the Urban Institute’s formative evaluation of the VictimConnect Resource Center, a nationwide victims’ helpline operated by the National Center for Victims of Crime. The evaluation was conducted in 2019 and 2020 with funding from the National Institute of Justice. In this brief, we present drafts of the instruments to be used in Urban’s planned implementation and outcome evaluations of VictimConnect; these instruments will be pilot tested and finalized before being used for evaluation.
