We estimate that just over 24 million people were eligible for tax credits for coverage in the health insurance marketplaces in 2015. By last summer, 8.6 million had actually enrolled in marketplace coverage with tax credits, a rate of 35 percent. We examine how plan selection rates vary across states and income groups. Plan selection rates among the tax credit eligible population declined with higher incomes, ranging from a median rate of 62 percent for incomes below 200 percent of the federal poverty line (FPL) to only 13 percent for those with incomes between 300 and 400 percent FPL.
