In response to the Office of the Comptroller of the Currency (OCC) Request for information on a potential Annual Consumer Trust in Banking Survey, Urban Institute experts stress the importance of focusing on segments who have most experienced exclusion and mistrust of the banking system. Authors comment on the considerations and foundational steps OCC should take in designing such a survey. In the brief, researchers first address the various definitions of trust. Then, they analyze the components and experiences that drive trust in banking, including the racialized history of banking and important changes that could make trust in banking more fragile. Finally, they recommend qualitative and engaged research to understand the landscape before drafting a survey.
