This technical report documents the steps we took to design and administer surveys to two groups of respondents in 2023: early childhood educators eligible for the District of Columbia’s Early Childhood Educator Pay Equity Fund, and directors who employed early childhood educators and operated licensed child care programs. As part of a larger study, the surveys sought to document the mission, goals, and implementation of the Early Childhood Educator Pay Equity Fund (“Pay Equity Fund”) in its first one and a half years, and to raise up the experiences of early educators eligible for and receiving the Pay Equity Fund payments and the experiences and views of their employers. This report describes the survey development process, survey recruitment and administration procedures, response rates, characteristics of the target population and survey sample, and steps taken to weight, clean, and analyze the data.
