This technical report documents the steps we took to study the implementation of DC’s early childhood educator (ECE) compensation program in fiscal year 2024. We designed and administered surveys to two groups of respondents in 2024: directors of licensed child care centers eligible to receive funding through the ECE compensation program, and early educators and home providers employed in DC’s licensed child development facilities. We also conducted analysis of administrative data generated from the ECE compensation program’s implementation. As part of the larger study, data collection and analysis supported our understanding of which child care providers choose to request funding from the ECE compensation model and how increased pay impacts facilities and their staff. This report describes survey development, recruitment, administration, and analysis procedures, as well as administrative data cleaning and analysis decisions.
