To guide the Appalachian Regional Commission (ARC) in updating its internal performance measurement processes and systems, we scanned practices used by a comparison group of grantmaking organizations and assessed ARC’s current performance measurement. This roadmap lays out seven action steps to implement comprehensive performance measurement improvements across its grant portfolio, from forming a working group to piloting, evaluating and adopting changes. Roadmap implementation should build on our concrete recommendations on how to enhance measurement, strengthen reporting, improve capacity through guidance and training, build shared understanding and improve communications, and lead on equity.
