Leading national experts from academia, industry, and the actuarial profession came together for a one-day summit to discuss the role of risk adjustment and other risk-mitigation measures in stabilizing the individual health insurance market and lowering premiums. This issue brief summarizes perspectives voiced at the summit about how such measures can most effectively combat risk selection against particular health plans and the market as a whole. The analysis explored both the current individual market and the market as it may operate under very different rules being considered in Congress and the Administration.
