The Urban Institute is conducting a mixed-methods research project in partnership with the Comptroller of Maryland. The project’s goal is to identify how Maryland changemakers can better connect underserved residents to the state’s largest income tax credits. This fact sheet presents preliminary findings from the project’s three phases of work: (1) data analysis, (2) stakeholder interviews and (3) focus groups.
