The Georgia Department of Community Health has reopened the public comment period for the Pathways to Coverage 1115 demonstration waiver extension, which seeks changes to the state’s Medicaid work reporting requirements. Based on findings from a recent report assessing work requirements in Medicaid, Urban Institute researchers from the Health Policy Division provided evidence that the continued requirement for individuals to submit documentation of qualifying work-related activities at the time of Medicaid application and renewal and the lack of state data-matching processes to automatically identify those who are in compliance with the work requirement are likely to prevent a substantial share of eligible adults from enrolling in Pathways coverage. The researchers note that many adults who satisfy the conditions of the Pathways program will remain uninsured because of difficulty navigating the state’s reporting requirements and will face barriers to receiving critical health services, including diagnosis and treatment of chronic health conditions and life-threatening illnesses.
