This evaluation report presents findings related to the implementation of the Oakland Department of Violence Prevention’s gender-based violence (GBV) response strategy. This strategy provides services to victims of commercial sexual exploitation and intimate partner violence to support immediate and long-term needs. Services in this area include a 24-hour hotline, bedside advocacy, emergency shelter, transitional housing, employment support, legal advocacy, life coaching, safe spaces, and therapeutic support.

What We Found

From July 2022 to December 2024, the GBV service providers funded through Measure Z reached more than 3,000 people through direct services, made more than 6,000 client referrals to additional services, and hosted more than 1,500 community and group events to promote healing and well-being. Overall, participants were satisfied with the services they received, and many successfully completed personal goals they set in consultation with service providers. The service providers expressed pride in their work and satisfaction in seeing participants complete their goals and overcome challenges.
