Abstract
Urban Institute Senior Fellow, Rudolph Penner, testifies before the Senate Special Committee on Aging about President Bushs Social Security proposals, including the proposal to invest trust fund balances in the stock market. In his testimony he also comments on the revenue implications of other Social Security reform options.
