This paper, which is intended for state and local officials responsible for programs funded under federal Welfare-to-Work (WtW) grants, synthesizes what is currently known about providing education and training after an individual is employedone type of post-employment serviceand provides suggestions on models and strategies that can be effective in promoting occupational mobility and career advancement for welfare recipients.
