In response to the bipartisan, bicameral Paid Leave Working Group’s request for information, Urban Institute researchers share the findings of Urban’s research on paid family and medical leave. They provide evidence of the importance of providing access to medical, parental and caregiving leave, rather than prioritizing one type of leave. Urban experts highlight the importance of ensuring equitable access to paid leave through broad worker coverage and eligibility, progressive wage replacement, job protections, allowing intermittent leave and an inclusive family definition. It further discusses the benefits of paid leave for worker health, economic mobility, family income, child development, and job recruitment and retention. Moreover, Urban’s response delves into our research on the successes of and lessons to be learned from existing state paid leave programs. This submission provides an overview of Urban’s recent portfolio on paid leave and we hope our findings may be beneficial to the Paid Leave Working Group as they develop a potential federal paid leave program.
