Matthew Chingos provided testimony for the New York City Council Committee on Education’s oversight hearing titled “Implementing the State Class Size Law in New York.” The testimony reviewed research from across the nation and analyses of New York City data and concluded that the State Class Size Law, while well-intentioned, could harm student success and education equity in New York City. Chingos suggested potential reforms to the state law as well as implementation for New York City Public Schools to consider as it implements the law.
