The District of Columbia lacks a formal policy and strategy for preserving existing affordable rental housing. This report, drafted by members of the DC Preservation Network’s Preservation Strategy Working Group, is intended to address that need. The report recommends that the District adopt a clear preservation policy and goals. It suggests criteria for prioritizing the types of affordable rental housing that should be preserved and identifies methods, tools, and implementation steps for putting the preservation strategy into action.
