As welfare time limits approach, local labor markets will need to accommodate a growing demand for jobs by former welfare recipients. This report examines 20 cities and compares the ability of each to employ welfare recipients. Findings take into consideration the number of welfare recipients entering the job market, anticipate the rate of growth in the low-skill job market, and estimate the impact on unemployment rates for low-skilled workers.
