Abstract
Differences in institutional structures and funding models combine with economic and demographic differences to create sharp variation in the educational opportunities available to students across the nation. This paper examines the range of higher education funding levels and processes both across and within states. State policies sometimes reinforce national goals, but sometimes work at cross-purposes, diminishing the effectiveness of federal funds.
