Matthew Chingos provided testimony for the United States House of Representatives Committee on Education and Labor’s Subcommittee on Higher Education and Workforce Investment during a hearing titled “Broken Promises: Examining the Failed Implementation of the Public Service Loan Forgiveness Program.” The testimony highlighted the complexities of the Public Service Loan Forgiveness Program (PSLF) and explained why the data don’t say much about the success or failure of the program. Chingos suggested ways to reform PSLF that might better accomplish Congress’s goals.
