An earlier version of this chartbook was submitted to the Office of the Comptroller of the Currency on November 19, 2018 in response to an Advanced Notice of Proposed Rulemaking (ANPR) on Modernizing the Community Reinvestment Regulatory Framework. The ANPR’s purpose is to gather ideas to enable regulators to revise Community Reinvestment Act (CRA) regulations. This Chartbook is meant to provide facts about CRA lending under the current system to help ground this regulatory revision in facts. The Chartbook provides an analysis of single-family and multifamily CRA lending that answers the following questions:

  • What is the behavior of institutions subject to the CRA versus those not subject to the CRA?
  • Is there a difference in behavior between small banks and large banks?
  • How important are individual banks to their communities and to low- and moderate-income lending in their communities?
  • What is the relative importance of small business, small farm, and community development lending to the CRA.
