Writing in response to the Department of Education’s request for information on the proposed Admissions and Consumer Transparency Supplement (ACTS), a new survey component of the Integrated Postsecondary Education Data System (Docket No. ED-2025-SCC-0382). Urban researchers commend the Department’s goal of improving admissions transparency through the proposed ACTS survey but concludes that, as designed, it would yield inconsistent and potentially misleading data, recommending instead a phased implementation, standardized definitions, limited historical and graduate reporting, and safeguards for data clarity, comparability, and privacy.
