This comment letter addresses Section II.F.2.c., “Request for Comment about Evaluating E/M Services More Regularly and Comprehensively,” of the 2024 Medicare Physician Fee Schedule proposed rule (E/M refers to evaluation and management). The authors, which include senior Urban Institute researchers, former Centers for Medicare & Medicaid Services officials, and experts in Medicare physician payment, propose an expert advisory panel that would advise the Centers for Medicare & Medicaid Services on a range of topics that might be addressed in fee schedule reform. The letter also appends a summary of the key points conveyed in comment letter last year that remain relevant to substantially reform the Medicare Physician Fee Schedule.
