The Urban Institute's Medicare policy microsimulation model, MCARE-SIM, was designed to estimate the effects of potential policy reforms for Medicare enrollees. Microsimulation models typically combine multiple data sources to produce a current picture of enrollment, household spending, and government spending under current law. In this methodological brief, we describe the set of available estimates for Medicare enrollment and spending, the targets we chose among these benchmarks, and the methods we used to calibrate the MCARE-SIM model to match our selected targets.
