In this memo, we focus on three areas of particular importance to a sustainable, equitable recovery: transportation, housing, and other types of infrastructure. These topics are essential to ensuring that all residents—especially those with low incomes and those who have been historically excluded—have the ability to live in safe, affordable housing and neighborhoods and access to opportunities such as jobs and high-quality education. We identify mechanisms by which DC can seize upon past successes to generate productive outcomes in these areas by pointing to approaches that have proven effective in other regions.
