Building on our expertise in land-use education and technical assistance, Urban developed a five-step collaborative process to develop CPAs and bootcamps that center the community, provide a forum for difficult conversations about exclusionary land-use policies and practices, and lay the foundation for guiding future land-use reforms that benefit everyone
Urban works directly with cross-sector coalitions—most recently in Fresno, California, and Memphis, Tennessee—to help local governments, nonprofit organizations, community-based groups, and philanthropy come together to adapt the prototype and launch CPA and bootcamp pilots that fit their needs and goals.
In Fresno, Urban facilitated a collaborative design process with local nonprofits to launch the Fresno Community Land Use Academy (CLUA) hosted by the community development intermediary Every Neighborhood Partnership. Since its launch in 2023, Fresno CLUA has convened three cohorts for its city-wide planning and development academy and eight neighborhood bootcamps for local residents, including bootcamps exclusively in Spanish.
In Memphis, the five core nonprofit organizations, in partnership with the city planning department, have finished the design process and are laying the groundwork to launch Memphis CLUA and its first series of bootcamps in 2026.
