The study team is interviewing federal staff, grant recipients, and technical assistance providers while reviewing community assessments to understand how the Migrant and Seasonal Head Start (MSHS) grant recipients assess and adjust services to meet community needs. Collaborating with the Office of Planning, Research, and Evaluation, the findings will be compiled into a brief focusing on how grant recipients evaluate community needs and adapt to changing demographics, particularly concerning the age mix of children they serve.
