Thrive Prince George’s is a guaranteed income pilot program providing $800 per month to eligible residents of Prince George’s County, Maryland, for a two-year period, starting in March 2024. The program focuses on two populations—young people who have aged out of foster care and seniors ages 60 and older with low incomes—with the goal of increasing their economic stability and creating opportunities for upward mobility.
The initiative is funded through a public-private partnership between Prince George's County, the Greater Washington Community Foundation, and the Meyer Foundation. Several organizations are collaborating on implementation, including United Communities Against Poverty (UCAP), Court Appointed Special Advocate (CASA)/Prince George’s County, Capital Area Asset Builders, and PG ChangeMakers.
The Urban Institute is evaluating the pilot through surveys and qualitative interviews with participants and stakeholders. Our research examines the program’s impact on multiple factors: housing stability, financial well-being, individual and household wealth, agency, community connection, access to support services, and overall program satisfaction.
