  • In 2017, Lake Research Partners, in consultation with the Urban Institute and funded by the Public Welfare Foundation, conducted a series of focus groups and a national survey to understand the public’s perceptions of public safety and gauge support for a community-driven approach to public safety. The public opinion data show widespread support for substantially changing criminal justice policy and practice. Respondents see the power of investing in communities as a way to deliver safety, and they express overwhelming support for shifting some public funds away from incarceration and into community-based public safety programs.
