We examine the history of philanthropy and current giving trends to better understand and measure whether there is greater potential to increase the level, efficiency, and overall economic contribution of charitable giving. With our colleagues at the Urban-Brookings Tax Policy Center, we provide estimates of the impacts of changes in tax policy on charitable giving.
