Facing uncertainty with federal public transportation funding, state and local governments are looking for ways to fill the gaps. Speaking with The Baltimore SunYonah Freemark, an urban development and transportation expert at the Urban Institute, said states planning transportation and logistics projects are grappling with decreases in tax revenues, growing infrastructure replacement needs, and high inflation that eats away at any increases in federal spending. “The result is you want to complete a project, you will struggle with finding the means to do so,” he said.
