Yonah Freemark, a housing and urban development expert at the Urban Institute, spoke on Planet Money about how a city’s low cost of living can attract residents, but the subsequent economic growth can threaten that affordability: “So you get this challenging loop that is difficult to get out of unless you have substantially higher rates of housing production.” Though, he notes, we shouldn’t consider growth and affordability as necessarily in contrast to one another.
