Amid rising health care costs and the government shutdown, fewer seniors are expected to choose traditional Medicare over Medicare Advantage this enrollment season, breaking from a decades-long pattern. Stephen Zuckerman, an Institute fellow and health policy expert at the Urban Institute, told MarketWatch, “Some plans are pulling back a little bit" because of market effects, like higher medical expenses among enrollees. “But it’s not a major collapse of the market in any way, shape or form,” he said.
