Speaking with CNBC, Madeline Brown, an upward mobility expert at the Urban Institute, said having to “opt in” to the Trump account program via tax filing may affect its overall participation rate and limit its full wealth-building potential. About 1.4 million children have been enrolled, but data indicate they’re more likely to be from higher-income families than those who would benefit most from the program. “That 1.4 million reflects only about 39% of eligible children, meaning more than half of eligible children are still not enrolled to receive their $1,000,” she said.
