Gabe Samuels and Yonah Freemark, urban development and transportation experts at the Urban Institute, told Stateline outdated zoning guidelines are often roadblocks for transit-oriented development. “Voters want alternatives to sprawl and traffic,” explained Samuels.  Freemark and Samuels coauthored an Urban report on the ways zoning reform can support affordable, accessible housing in areas with high housing costs and traffic congestion.
