Before the Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, was established 62 years ago, those unable to afford food had to turn to “whatever might be available in terms of charity in their local communities,” said Elaine Waxman, a senior fellow at the Urban Institute, speaking with Marketplace. “That is one of the things that's been powerful about SNAP, is that it was available everywhere. If you met the eligibility requirements, you received it.”
