I have long admired Urban's insightful work on housing issues. As many communities struggle with housing affordability and the supply of entry-level housing near jobs, I look forward to exploring the intersection of policy, finance, and construction innovations with colleagues at Urban.
Stergios “Terry” Theologides is a nonresident fellow in the Housing and Communities Division at the Urban Institute. His research focuses on policy and private-sector solutions to expand access to affordable housing, including through innovations in housing finance and construction.
Theologides is CEO of Quail Hill Advisors LLC. He serves as an adviser, board member, and investor in early-stage companies in the mortgage, financial technology, property technology, regulatory technology, and legal technology spaces.
Theologides’s expertise stands at the intersection of law, policy, finance, and operations. A longtime leader and general counsel in the housing and mortgage sectors, he served from 2019 to 2025 as chief administrative officer and general counsel of Fannie Mae, overseeing the legal, economic, and strategic research; communications and public affairs; marketing; and mission and impact teams. He also served eight years as general counsel of the data, analytics, and software firm Cotality. Earlier in his career, he was general counsel of Morgan Stanley’s US residential mortgage business and of a New York Stock Exchange–traded mortgage real estate investment trust.
Theologides has served on the Federal Reserve’s Consumer Advisory Council and on the boards and leadership teams of mortgage and data industry trade associations. He has testified at housing finance hearings in federal and state legislative bodies and has been recognized as one of the top 50 executives in the housing industry.
Theologides holds an AB in public and international affairs from Princeton University and a JD from Columbia Law School.
