Susan Skinner is vice president for grants and contracts at the Urban Institute. She provides strategic leadership in grant and contract negotiation, administration, compliance, and risk evaluation.

Before joining Urban, Skinner was senior vice president at Ipsos Public Affairs leading the development and oversight of the contracts, compliance, procurement, and pricing teams supporting a diverse portfolio of projects with federal agencies, state and local agencies, nonprofit organizations, and corporate entities. Before her tenure at Ipsos, Skinner gained additional global contracting experience with McKinsey & Company, Ogilvy Public Relations, Louis Berger, and Accenture.

Skinner holds a bachelor’s degree in international business from the George Washington University and a master’s degree in health and the public interest from Georgetown University.
