Russell Rowe is a research analyst in the Justice and Safety Division at the Urban Institute. His research focuses on community safety and well-being, including alternatives to criminal legal system (CLS) involvement and restorative justice as an alternative to traditional case processing for youth and adults who have committed harm. Before joining Urban full time, Rowe worked with Urban as a community researcher and has held various positions in reentry and advocacy organizations in the District of Columbia. He is an active participant of the Food in DC Jail working group. Rowe leverages his education—he graduated from the University of Pittsburgh with a BS in exercise science—and lived experience in the CLS in a health justice approach to help affected communities make change.
