Margaret Todd is a research analyst in the Tax and Income Supports Division at the Urban Institute. She works on safety net programs, with a specific focus on the Child Care and Development Fund. Her previous research centered on COVID-19’s impact on early care and education, policies regarding children and families with low incomes, and measures of well-being for K-12 students. She completed her undergraduate degree at Rice University with majors in social policy analysis and history.
