Kelly Dwyer is a research analyst in the Income and Benefits Policy Center at the Urban Institute. She primarily works with the Child Care and Development Fund Policies Database. Her previous research focused on early care and education, the early childhood workforce, and policies for low-income children and families. She holds a bachelor’s degree with honors in history and art history and a master’s degree in public policy, both from the University of Maryland.
