Justine Davenport is the senior federal government affairs adviser at the Urban Institute, ensuring that Urban’s work on such issues as education, equity, family well-being, health, and workforce informs federal policy, policymakers, and stakeholders.

Before joining Urban, Davenport was the director of advocacy at ZERO TO THREE, where she led the Think Babies™ strategy. The strategy engages families, early childhood professionals, and partner organizations in federal and state advocacy campaigns to improve public policy for infants and toddlers across a range of issues, including paid leave, early childhood education, and mental health. Previously, Davenport worked with the Council for Advancement and Support of Education, where she developed and implemented government relations and communications strategies to advance policies in support of education and charitable giving.

Davenport holds a BA from Dickinson College and an MPP from Georgetown University.
