  • Harley Webley is a research analyst in the Race and Equity Division at the Urban Institute. She believes in using policy and research to create opportunities for everyone to thrive in good health. She supports interdisciplinary initiatives across wealth, disability, and federal policy to build stronger, more inclusive communities.

    Before joining Urban, Webley was the policy and communications manager at Health Equity Solutions, a Connecticut-based nonprofit dedicated to advancing health equity through antiracist policymaking. She led several projects focused on improving health care access and affordability for historically underrepresented groups.

    Webley holds a bachelor’s degree in health sciences with minors in health care management and sociology from Eastern Connecticut State University. There, she received the Social Justice Initiative Award for creating the university’s first conference on health and equity. Webley also holds a master’s degree in public health, with a focus on health policy, from the Yale School of Public Health.

And Urban welcomes visiting scholars, nonresident or affiliated fellows who work for other organizations. These outside affiliations enrich our perspectives and our learning environment. We also require all paid and unpaid experts to disclose their affiliations to Urban leadership and follow rules governing their engagement to ensure transparency for audiences and independence of experts.
