Gary Koenig is a nonresident fellow in the Family and Financial Well-Being Division and the Tax and Income Supports Division at the Urban Institute. Koenig’s work centers on retirement security, savings policy, and Social Security reform.
As owner and principal of Koenig Consulting Group LLC, Koenig advises companies and nonprofits on expanding financial well-being programs and advances public policy through research, strategy, and actionable insights.
From 2014 to 2025, Koenig was vice president for financial security at the AARP Public Policy Institute, where he led a team of policy experts focusing on retirement and emergency savings, lifetime income, Social Security, labor markets, and financial well-being. From 2016 to 2025, he led AARP’s savings and financial planning issue area, developing strategies to help people achieve financially secure retirements, protect assets from fraud and exploitation, and reduce costs. Earlier, Koenig was an economist with the congressional Joint Committee on Taxation.
With nearly 30 years of experience in nonprofit organizations, government, and consulting, Koenig is recognized for his expertise in financial policy and program development that drive positive outcomes. His research focuses on retirement savings policy, Social Security reform, lifetime income innovations, and the drivers of financial health.
Koenig holds a BA from the University of Florida and an MA in economics from Duke University.
